Is there any public document available that details the estimated or allocated budget for the implementation of this project?
To promote competition, we will not disclose the budget allocated to the portion of the project related to professional design, engineering, and inspection services. That said, it has been publicly disclosed that the total project is valued at $5.4 million between federal funds and private contributions.

What is the "Build America, Buy America" Act?
This phase of ReEnFoCo program will receive federal funding, so requirements such as Build America, Buy America (BABA), under the Infrastructure Investment and Jobs Act (IIJA), including OMB Memorandum M-24-02 and the guidance and interpretation from the Department of Energy, must be met.
In practical terms, BABA requires that equipment be manufactured in the U.S. and that the content of the U.S.-origin components exceeds 55% of the total cost of the manufactured product, unless subsequent guidance sets a different percentage.
Responses must clearly indicate:
•Whether the equipment complies with BABA
•What percentage of the components, by cost, were manufactured in the U.S. (including Puerto Rico)

Is BABA compliance required?
"BABA" refers to the Federal Build America, Buy America Act, enacted as part of the Infrastructure Investment and Jobs (IIJA) Act. Although BABA compliance is not required on all items, BABA compliance will give the equipment a significant selection boost for the compliance section of scoring criteria. While not required, compliance with Federal Requirements (selection criterium "Compliance"), including BABA, represents 15 points of the total points possible to earn during RFQ scoring and selection. If the Cooperativa receives no responses that are BABA compliant, the organization will have to request a waiver to show that there are not feasible equipment options that are also BABA compliant. This process to request and receive a waiver will slow down the project processes.
BABA non-compliance should not discourage any suppliers from submitting solutions to this request, but all suppliers should be aware of the preference for BABA compliant products, due to Federal requirements. Any solutions, products, or equipment that are in compliance with BABA will require certification as proof of compliance.

Is installation part of this procurement?
No. This procurement is strictly for equipment. Although suppliers will not be required to participate in the installation process, supplier responsibility does not end upon delivery of the modules, Delivered Duty Paid (DDP).
After delivery of modules, the supplier must retain records for 3 years post-payment, per 2 CFR §200.334 –337. Suppliers must also be available to provide technical support and warranty services in Puerto Rico, with a minimum product warranty of 15 years.
What is the BESS containers capacity? What is the BESS capacity of the entire project?
Each microgrid in this phase will integrate up to 100 kW-dc of rooftop PV (estimated around 80 kW) and approximately 200 kWh of battery storage (designed at a 1:2 power to energy ratio).
We are seeking modular, scalable integrated BESS-Inverter solutions that can be combined to reach the total of 100kW/200kWh per microgrid. Our target is 3-6 units per microgrid, depending on the module size.
The total project capacity is for 10 microgrids: ~1 MW/2MWh, 30-60 units in total.
